If there was a blog beauty pageant, I'm pretty sure my blog would win.

You can say without bragging.
Examples:
My feet are perfectly proportioned to my body.
I'm just saying, not bragging.
I excel at multi-tasking.
Just saying, not bragging.
You get the idea.
So, in conclusion, I have a very attractive blog.
And I'm not bragging about it.

You DO have an attractive blog. This is somewhat like saying "With all due respect..." before you insult someone. It doesn't make it OK to say whatever you want as long as you start off with "with all due respect.."
